International applicants are required to apply for Visa with Reference (VDR) before entering Malaysia. Visa with Reference (VDR) will be issued by the Representative Office of the Malaysia Embassies aboard to enable applicants to enter Malaysia after the visa is approved by the Immigration Department Headquarters in Malaysia. The VDR process will normally take 1 to 2 months. (Depends on Immigration processes and decisions).

soonest possible: Status notification will be sent via email by UMCCed Visa Unit. Completed application will be processed by UMCCed Visa Unit within 3 working days. UMCCed Visa Unit will forward an invoice received from EMGS and applicant needs to make payment immediately. The amount differs according to the country. **Please note EMGS will accept payment that is made in Ringgit Malaysia only. EMGS will not accept any payment that is made outside Malaysia or with different currencies. This is for verification purposes and to avoid any issue or problem in the payment transaction. The applicant is advised to ask a friend or family member in Malaysia, to pay the Visa application on behalf of the applicant directly. On receiving payment from applicant, Visa Unit will sent the application to EMGS. VDR processing will take 7-14 working days. Visa Unit will email the submission of IM14 and VDR letter to the applicant. The applicant receives the Visa Approval Letter (VAL) from UMCCed via email. "Obtain the Single Entry Visa" (SEV) at the nearest Malaysian Embassy/Consulate in your home country by producing the Visa Approval Letter (VAL). Make arrangements for your travel to Malaysia.
JOURNEY PERFORMED (JP) VISA FEE
New applicants will be charged an additional Journey Performed (JP) visa fees. This requirement will also apply to those who are on a Single Entry Visa (Social/Tourist) obtained from the Malaysian Embassy/ Consulate from their country of origin.

NEW STUDENT PASS WITH VDR AND VAL ARRIVAL AT KUALA LUMPUR INTERNATIONAL AIRPORT (KLIA)
The Immigration officer at Kuala Lumpur International Airport (KLIA) will stamp Special Pass of 30 days in the applicant passport.
HOW TO GET THE STUDENT VISA
Applicant has to print out the VAL letter. Applicant has to register and pay all the prescribed fees at Visa Unit UMCCed upon completing registration at UMCCed. Applicant has to do a medical check-up within 7-10 days of arrival at UMCCed panel clinic. Visa Unit will provide a form for the medical check-up. Make a copy of the medical report and keep it for further processing. Applicants may submit their passports to Visa Unit, with the documents for a student pass. Upon receiving all required documents, UMCCed will liaise with the EMGS to get the Student Pass for the applicants within 25 days. Visa Unit will notify through the student email or phone call to collect the passport at the Visa Unit.
The Fees are as follows:
Placement test: RM 53.00
Personal Bond: RM 1,500.00- Refundable on finishing the ELPP programme.
Immigration and visa processing fee: RM 500.00
WHAT NOT TO DO
To submit the passport with near expiry date of the Single Entry Visa (SEV) or the SEV date has expired. Penalty of RM350 will be imposed by Visa Unit to make payment for SEV extension and applying for the Special Pass.
NOTE OF REMINDER
The Malaysia Immigration Department requires all university and institutions in Malaysia to sign a Personal Bond on behalf of the applicant, binding the university for the said sum.
Students need to pay the Personal Bond to ensure there is no violation of any provision of the Immigration Ordinance 1959 (F.M.12 of 1969) and Immigration Regulations 1963 (F.L.N.228/63).
